RTI man wants PM role probed
Activist has lodged a complaint with CBI alleging Singh was in the 2G scam loop
Prime minister Manmohan Singh may have more explaining to do on the 2G spectrum scam. RTI activist Vivek Garg, who exposed his role in the scam, has lodged a complaint with the CBI seeking to include name of the prime minister and former telecom minister Dayanidhi Maran in the case.
In his complaint Garg claims that diluting of the original Terms of Reference (ToR) for vacation and reallocation of spectrum has resulted in the 2G scam and loss of Rs. 1.76 lakh crore to the national exchequer.
"Documents obtained under RTI proves that the prime minister played a major role and was part of decision that ensured that the pricing of 2G spectrum would be the telecom ministry's preservation. The PM's decision later helped telecom minister A Raja and Dayanidhi Maran to manipulate the pricing of spectrum, leading to country's one the biggest scams," Vivek Garg told DNA.
"In 2006, the prime minister approved, in principal, a Group of Ministers(GOM) to look into the release of spectrum and its pricing of the scarce 2G spectrum. That changed after the PM met the then telecom minister Dayanidhi Maran," he added.
In a letter dated 10th January, 2006, JS Sarma, the then telecom secretary, wrote to Jawed Usmani, joint secretary to the prime minister, and sent a different Terms of Refrences, which were approved by the telecom minister. There ToRs were totally different from the original ToRs, in which, the pricing of spectrum was not even mentioned. "This was in fact the root cause and beginning of spectrum scam," Garg said.
On 11 January 2006, Maran had written to the prime minister "that the ToR of the GoM be formulated as separately communicated by this department".
'In his complaint to the CBI, Garg said that it further proves that the PM and Maran, both unlawfully and jointly planned to dilute the original ToR and managed to approve those. ToR without including the pricing/bidding of spectrum.
"The letter of Dayanidhi Maran was duly acknowledged by the PM, which confirms that he was aware about pre-planned conspiracy of the 2G scam," Garg claimed.
He further pointed to Maran's letter to the PM dated February 28,2006, which said: "You may kindly recall my meeting with you on February 1,2006, when we had,. relating to vacation of spectrum by the Defence. You had kindly assured me that the ToR of the GoM would be drawn exactly the way we wanted.''
"In this letter, Maran urged the PM to dilute the ToRs and ensure that pricing would not be with the GoM. Meaning the GoM should look at a diluted agenda and not consider the pricing issue. Even Maran went further and urged the PM to modify the ToR," Garg's complaint says.
By doing, the prime minister ignored a rule that "it is mandatory to consult with the ministry of finance as a pre-condition for all issues which have financial implication".
