A retired naval officer has
sought action against Shambhu Prasad Singh, said to be close to ex-Army
chief and Union minister V K Singh, for forging his identity to get
membership of the elite United Services Club in Colaba, meant for
defence personnel. Singh, who is under the CBI scanner for alleged
irregularities in procurement of high-altitude tents for the Research
& Analysis Wing (RA&W), became a member of the US Club by
falsely claiming to be a joint secretary in the ministry of commerce.
His name for membership of the US Club, meant mainly for serving and
retired military officials, was cleared after two serving brigadiers
reportedly proposed and seconded his application.
Singh was given club membership in gross violation of rules and regulations, as alleged by a retired naval officer Lt Cdr Gurmukh Singh Grewal. Grewal recently approached Army Chief General Dalbir Singh Suhag and local police in Mumbai seeking action against the service officers at HQ of Maharashtra, Gujarat and Goa and others, but in vain. “I have written to almost everyone as it is a clear case of forgery . I filed a complaint with the Cuffe Parade police sta tion in May last year but they are yet to register an FIR,” said Grewal. The club did not verify S P Singh’s credentials.
Grewal filed RTI applications in the US Club, office of general officer commanding (GOC) Mumbai sub area, and ministry of commerce to verify Singh’s position and to know the circumstances under which he was given the club membership.
The ministry replied to his RTI query that “no information about S P Singh was available in ministry records”.
The Army is also aware since August about the misuse of official position by officers to favour a private person but is yet to take any action. S P Singh could not be contacted.
Last month, as first reported by TOI, CBI registered a case against unknown officials of cabinet secretariat, Special Frontier Forces (SFF) of R&AW, and a Delhi-based Sai Baba Builders and Consultants for alleged irregularities to the tune of around Rs 21.6 crore in procurement of high altitude tents.
Although S P Singh was not named in the FIR, CBI says he is being probed as his wife Manjari is a director in the firm. The CBI suspects S P Singh’s firm of committing irregularities in tender conditions and procurement through cartelization of firms for supply of pre-fabricated shelters for SFF troops.
